introduction

eStatus is the Status module of the Unified Information System of the Social Sphere.In the social support sector, Ukrainian legislation requires over 50 types of paper certificates and documents to confirm eligibility for social assistance. As of 2023, the demand for certificate forms reached 100,656 copies. However, this paper-based system proves burdensome for individuals in challenging life situations, demanding significant effort to access information. Such a process contradicts the proclaimed principle of "data runs, not people" and is susceptible to forgery.

To implement the Unified Social Status (eStatus) and minimize paper documents usage, we have introduced a digital approach to social status management using state electronic resources. This will streamline processes for citizens as well as mitigate the risk of document misuse and forgery.

Goals

1. Implement technical capabilities for establishing, extending and canceling social status as well as verifying the validity of both earlier established statuses and previously issued paper documents (confirming eligibility for social benefits).
2. Enhance accessibility to social status assignment services by streamlining and automating procedures.
3. Improve transparency in the social status determination process.
4. Decrease the risk of corruption in the determination and extension of social status.
5. Minimize the risk of unjustified status determination and misuse of benefits, payouts, subsidies, etc.
6. Reduce budget expenditures on purchasing paper certificate forms by transitioning to electronic formats.
7. Decrease current expenditures associated with certificate issuance by automating social status establishment processes.

Results

1. Unification of 32 certificates into 10 statuses.
2. Implementation of the Unified Social Status (eStatus) at the state level.
3. Introduction of a digitalized and automated process for establishing/canceling/extending a person's social status.
4. An electronic service for establishing, extending, and canceling social status, which will also serve as the basis for accessing social security corresponding to the current social status.
