eFish is the Unified State Electronic Fisheries Management System.
The organization and development of the Ukrainian fisheries sector as an industry have long been influenced by the rules and regulations inherited from the Soviet era. For many years, the organization and conclusion of contracts, permits for commercial fishing for aquatic bioresources, and other documentation were handled in paper form, leading to lengthy and non-transparent procedures for obtaining permits for fishing entities. As a result, more than half of the businesses remained in the shadows.
In an effort to accelerate Ukraine's integration into the European Union, mitigate corruption risks, and enhance transparency in the management of aquatic resources, the government initiated a reform of the fisheries sector.
The Strimco team took on the procedural part of the reform - developing and implementing the Unified State Electronic Fisheries Management System.
1. Involving a team of fisheries experts.
2. Automating business processes for interaction between the state and businesses.
3. Gathering and processing requirements, turning them into the product requirements document.
4. Conducting training for users at all levels, developing instructional materials, and providing technical support throughout the implementation stages.

1. Develop a high-quality tool facilitating interaction between the State and fishery entities.
2. Ensure transparency in permit issuance and compliance with permit issuance deadlines.
3. Establish transparent accounting for extracted bioresources and control over timely acceptance.
4. Minimize the corruption component in obtaining permits for specific fishing gear.
1. Streamlined and expedited submission of electronic declarations for the special use of aquatic bioresources.
2. Efficient management of formation of lot (quotas) for extracting aquatic bioresources and timely lot management.
3. Execution of agreements for the special use of aquatic bioresources.
4. Submission of applications for issuance, re-issuance, or cancellation of permits for the special use of aquatic bioresources.
5. Swift review of all electronic documents by the State Fisheries Agency, transparency in decision-making regarding permit issuance, re-issuance, or revocation.
6. Prompt and transparent management of accounting for extracted bioresources, monitoring and rapid response to violations by fisheries entities.
7. Monitoring and management of tags for fishing gear used by fishing entities, with control over the use of permitted fishing gear.
8. Provision of comprehensive information on each type of bioresource caught, from fish stocking to delivery to store shelves.
