

In February 2022, the Russian Federation launched a full-scale invasion of Ukraine, once again violating our sovereignty and territorial integrity. This act of aggression has claimed the lives of tens of thousands of people and continues to inflict significant harm on our country and its citizens every day.
In such a challenging time, we are proud to contribute to projects that strengthen our national defense. Reserve+, the mobile application developed by the Ministry of Defense, is one such product. Its primary purpose was to update the registry data of persons liable for military service, but its functionality has since expanded significantly. In particular, we were involved in designing and implementing services such as electronic deferments and their automatic extension, recruitment, electronic referrals for military medical evaluations, repeated data updates through the app, and the ability to pay fines online.

The recruitment feature in Reserve+ helps users find optimal roles within Ukraine’s Defense Forces. In collaboration with Lobby X, users can browse thousands of open positions with detailed profiles of brigades, their leadership, and achievements.
A short test helps match users to roles based on education, experience, and skills — promoting the principle of “right skills in the right place.” The intuitive interface supports quick and confident decision-making.


The electronic referral service for the Military Medical Commission (MMC) simplifies the medical examination process required to determine fitness for military service. Users can submit a request through the app, eliminating the need to wait for the signature of the head of the Territorial Recruitment and Social Support Center.
After the request is submitted, the Oberih system automatically generates an electronic referral for the nearest available date. The generated referral already contains all the necessary information: the name and address of the medical facility, the date and time of the appointment, and the referral’s registration number.
Electronic referrals are available both for individuals who wish to undergo the medical commission on their own initiative and for those who have already received a paper summons for the MMC.
This feature enables users to update their personal information without visiting a TRSSC. The user independently fills in and confirms the required information in the app, which speeds up the data verification process and reduces paper-based bureaucracy. The goal is to build an efficient digital ecosystem for managing the data of military-eligible citizens.


The new service allows users to quickly and securely pay fines for violations of military registration rules without visiting a bank or a Territorial Recruitment and Social Support Center.
The user receives a notification about a recorded violation. In the “Online Fines” section, they can submit a self-acknowledgment statement, and after it is reviewed, receive a signed penalty order that includes the amount due, the reason for the fine, and the order details. As of November 2025, online payment is available for nine types of fines. Once the fine is paid, the individual is removed from the wanted list (if they had been listed prior to payment).
Payment can be made online using any bank card, and immediately after confirmation, the system automatically sends the payment information to the Oberih registry.
Additionally, under current legislation, users can pay the fine with a 50% discount within the first 10 days after the order is issued. This option is also available directly in the app, allowing users to conveniently take advantage of the discount within the required time frame.
The service was developed to increase the transparency of the process and ensure the prompt fulfillment of legal requirements.

The electronic deferment service allows citizens to submit applications for mobilization deferment in a digital format through the app. Applications are automatically verified across state registries based on the eligibility criteria available for each applicant and are then forwarded for review by the relevant authorities. Users receive online notifications about the status of their application — from submission to the final decision.
As of November 2025, the functionality is available for 12 categories of citizens, including students, postgraduate students, persons with disabilities, caregivers of persons with disabilities, parents of multiple children, and others. Work is ongoing to expand the online service for other eligible categories. An auto-extension feature has also been implemented for 14 types of deferments.
This tool simplifies and accelerates the process of interaction between citizens, employers, and the state, reducing the burden on territorial recruitment centers and minimizing the human factor in decision-making.
